Color and tongue

In verse 22 of chapter 30 (Romans) there was a mentioning for color and tongues, so what's the relation between 'em? I thought in a case, America and Spanish language and I've an assumption that's not necessary to be 100% correct:

I thought that Negroes aren't interesting in Spanish, white is more intersting and maybe because a relation between America and Spanish culture, red Indians maybe have a relation with their same kind of countries have red Indians and Spanish is their first tongue.
